If you want to spend as few money as possible, I like the AMD Phenom II line too, but it won't reach the performance of the Core i7.
I have a Phenom II x4 920 system, and the performance was better than the Intel Quad 8300 I benchmarked, but about 30% slower than the i7 I tested.

Both systems are near silent. Once in a blue moon I will hear the fan for my desktop kick in, and even that is pretty quiet.

Core i7 920 with a D0 stepping and a good Gigabyte or Asus motherboard with fast DDR 3 RAM would be a good start. Apparently the D0's are getting insane overclocking speeds which can reach close to the performance of an 8 core Skulltrail. I have an earlier stepping i7 and the best clock I could get was around 3.6 Ghz ... the D0's seem to be getting 4 Ghz+

Intel introduces a new processor every now and then. And then at various points along the way, they make changes, either to the manufacturing process, or the actual layout itself. So you get various "steppings" which are similar to minor version numbers in software. For example my core2 laptop is a T7200, stepping 6.
