But he is not an inhabitant. He lives in Europe and his program attends all those tournaments Charles is trying to provide an alternative for. Most of the UK is in the Western Hemisphere

RULES:

1. Standard rules of chess apply: Three fold repetition, 50 move rule .....
2. Only the author of the program or an approved operator may enter.
3. Changing/modifying versions between rounds is allowed.
4. All programs must be authored by a citizen or current resident(non-citizen) of the Pan-American region (Greenland to Antartica).

It is not really that different. He explained the mission I just posted the implementation, which may or may not be more relaxed.

BTW, he organizes more tournaments that are open to everybody.

Can we enter Hiarcs as it is 100% developed in the western Hemisphere? Rybka is 0% developed in the Western Hemisphere since it went commercial!?

I guess you could say that Larry K lives in the States but so does our longest serving tester Enrico Carrisco.

Although there are many tournaments in Europe: leiden, Paderborn, poland the WCCC which goes wherever their is sponsorship money, entry is open to all in these. There are also regular tournaments on ICC and Playchess, this tournament is unique in presenting itself as a Western Hemisphere tournament but then not allowing a major Western Hemisphere programme to enter.

Hi Harvey,

The ACCA pages state that members are citizens or residents of a western hemisphere country. We hold open and closed tournaments.
This one is closed, thus members are allowed and Rybka is allowed because Vasik is a citizen of the USA (a western hemisphere country).

Every year, a few complain about this tournament being closed. I don't see why. The point of it is to balance things out for western
hemisphere citizens and residents. There are several tournaments in Europe that require the author/operator to attend. These are cost
prohibitive to western hemisphere authors/researchers. Also, traveling across the western hemisphere can be expensive - Chile to
Canada or the US. So, we have them on ICC.

What occurs to me from the complaining, is that there may be a demand, of some size, for an eastern hemisphere tournament that is
held on some server. That is difficult to tell given this years WCRCC participantion of only 20, but that could have been for reasons other than interest.

What are the options? Let's see:
1) The ACCA morphs itself into a world computer chess organiztion and has some Euro lmited internet events or just a broader range of events.
2) A new Euro/eastern hemisphere organization is created.
3) Some other existing organization could do something via internet.

I suppose I could be interested in #1, if there is sufficinet interest.
