From my side it's ok; I am not in direct contact with Norm.
P.S. I consider my 2600-20.abk and the 2600-24.abk which are on the Arena site, as outdated. I think my more recent books are better. If you would like to host my Balanced-14.abk too, I would of course agree. I make these books with hobby friends in mind who may like to use them for whatever (and for myself ).
It's ok with me for anyone to use my pgn collections for writing and publishing opening books.
Keep in mind though that my pgn collections are constantly evolving. In particular, I'm always looking to prune out bad games. Right now I'm looking to detect and remove games that have multiple pgn descriptions (usually one pgn has a typo). I'm using a utility I wrote to locate the possible games. To determine the "correct" pgn I rely on two sites:
365chess.com and chessgames.com
I'm also looking to remove games that have at least one extremely bad move a/k/a blunder. I'm using "Game Analyser" by Thomas McBurney. What I found out is that the vast majority of those games contained typos, and the blunder was not "really" made by the player.
