One f the tools I miss most when working on Windows is a good terminal. In cases like this just the "file" command does the job. For example:
$ file sungorus32.exe
sungorus32.exe: PE32 executable for MS Windows (console) Intel 80386 32-bit

In Windows I use a program called cygwin, which has many of the features of a standard linux terminal, and I guess it can help in this case:
http://www.cygwin.com/install.html
