Very good questions.
More specifically, in the case that I question, see Ed's own page http://www.top-5000.nl/clone.htm to find for the "Critter 1.4-Houdini 1.5a" pair the value of 61.91%.
As to "have to decide by themselves which engine to withdraw", the convergence of the similarity numbers is self-evident:
- Critter 1.0-Houdini 1.5a: 57.4%
- Critter 1.2-Houdini 1.5a: 61.4%
- Critter 1.4-Houdini 1.5a: 61.9%
Let me repeat again that my goal is not to accuse Richard or to have him withdraw from Leiden.
I simply want to show that the "60%" rule may not be an improvement of the ICGA Rule #2 after all...
Then again, I'm quite sure that nobody at Leiden even bothered with the silly rule, it's just an invention for people at chess forums  .
