There will always be people starting a small engine project just for fun or to prove something for themselves. They know they will not beat the top programs in the near future and they don't care because it is not what drives them. I consider this also to part of computer chess and it is not dead at all.

Maybe computer chess is moving into a direction currently that is not interesting to you personally, but it doesn't mean its dead or dying.
