This position, known variously as MG.3643, WCSAC.0870 and Reinfeld.870.1001 is simply a poor test problem.
At least three moves win easily:
Be7 h6
Qa7
all giving a score of at least a rook ahead after a modest search.

That's why it is not clear which move is best. Nimzowitsch played h7-h6 and gave it two exclamation marks. Perhaps writers block or just a joke.
