Seemingly a win, using the breakthroughs b4 and g4.
From this position Stockfish can navigate to the win:

In the article it is claimed, that white likely holds a draw with g3,f4.
I don't think so. The winning plan seems to be to exchange as much pawns as possible at the kingside and infiltrate with the king to e4-e3.
If white prevents this with g3,f4,h4, the black king goes h5-g4, e.g.

Nevertheless white can hold this for a very long time.
Some programmers have speculated, that a win should materialize after e.g. 20 moves. This would be a counterexample.
There are counter examples with 40 full moves, shown in the endgame manuals of dvoretzky.
