That's your standard search of the opening position? If so, the frequency with which the best move changes is suspicious, as is the fact that it includes a2a3.

It thinks a3 is a good move. Maybe because it wants to protect Nc3 against Bb4. And it knows that the more pawns are on the chessboard the more valuable Knights are.

No, it just indicates that Skipper doesn't see much of a difference between the starting moves. It's the noise of move generation, sorting and eval.

Yes, and that's a bad thing because it wastes a move that would have been used better for development.

Even if Bb4, b2 covers that. If Bb4xNc3, then b2xc3, and White has the pair of bishops, the semi-open b file, Bc1-a3 might keep Black from castling, and the c3 pawn could be traded on c4/d5, giving White more centre pawns.

If I add more knowledge to evaluation it scores less on the WAC test. That means it would perform worse tactically. And tactics are very important in chess.
