Note that texel replied instantly at moves 4, 5, 7 and 22. There are only three cases in which texel will reply instantly:

1. If there is only one legal move.
2. If the best move leads to a mate in N and texel has searched at least 2*N plies.
3. If texel has been pondering, got a ponder hit, and has already pondered as long as it normally would have thought without a ponder hit.

Since case 1 and 2 are not applicable in this game, the logical conclusion is that pondering was enabled. It can also be seen that the correct response was predicted the move before each instant move and the opponent thinking time was long enough to satisfy case 3.

Also black's move 21 is the only time in this game where texel reached a reasonable search depth, and it is also the only time in the game where the opponent could not have been pondering, since it only produced a 1-ply PV on the previous move.

It seems pondering has something to do with why texel searched extremely slowly in this game.

You are correct! Pondering is ON in this tournament. This is by design.
