What are the differences between EPIC 7351P and a ThreadRipper chip ?

The turbo clock frequency is largely irrelevant for a sustained heavy load, like most chess enthusiasts are likely to encounter. The base frequency is only 2.2GHz.

If I understood well, there is an Epic also with 32 cores but half the price (>2000). The difference is that is not prepared for mainboards with various sockets.

$4k for 32 cores is pretty steep. These are priced like current high-end Xeons and if you believe the performance numbers they might be worth it if you are in the market for that type of chip. But like Xeons you are paying a very high price for the very latest and greatest thing. Meanwhile you can pick up an older 32 cores (dual 16-core) system for <$1K.

Not necessarily. The i7-3930K in my system can maintain the all-core turbo speed for indefinite periods of time. The cpu's base clock is 3.2Ghz, but I have set the all-core turbo in the bios to 4.2Ghz.

I don't know how this works for AMD chips.
