The minimal uscf rating is 100 but I think that without minimal rating we can have also negative rating for humans.

Am I right?

I would like to see some pgn of players with uscf rating below 800 to understand what is the meaning of the uscf rating in playing strength.

Is there a source to show me pgn including the rating of the players.

I could find in

http://glicko.net/ratings/rating.system.pdf

The following formula

USrating = (
180 + 0.94 FIDE if FIDE ≤ 2000
20 + 1.02 FIDE if FIDE > 2000

For youth tournaments

USrating = (
560 + 0.76 FIDE if FIDE ≤ 2000
80 + 1.0 FIDE if FIDE > 2000
