minimal rating for human players and pgn of weak players

The minimal uscf rating is 100 but I think that without minimal rating we can have also negative rating for humans.

Am I right?

I would like to see some pgn of players with uscf rating below 800 to understand what is the meaning of the uscf rating in playing strength.

Is there a source to show me pgn including the rating of the players.
