Is there a country when old chess players who are new to chess are significant part of the chess players who play for rating?

USA has a minimal rating of 100 but most of the weak players are simply children.

Considering claims that chess can help against Alzheimer(I do not know if they are correct) I believe that it may be possible to convince more old players to play chess and usually they have time for it because they do not work at old age.

The question is if there are countries when the number of old players who start to play chess in tournaments is the same as the number of children who do it.
