Possible scandal in FIDE worldcup 2017 round 3

In round 3 game 1 it currently seems the player who defeated Anand, Anton Kovalyov was forfeited.
Current 'speculations' say he was not allowed to enter the playing hall because of the dresscode??

Can anyone confirm this or knows the 'real' reason?

This is what you get for giving a podunk country like Georgia a FIDE tournament. Canada should withdraw from FIDE.
Deasil is the right way to go.
