My SF+Syzygy tells me that 23...Rc7 or 23...Rc4 is draw instead of the losing moves on the page : 23...Kc2??
I did not check the positions and moves, but did you set Syzygy50MoveRule to false?

23...Rc7 or 23...Rc4 are also losing but the win would take more than 50 moves since the last capture from the third move. Studies don't take into account the 50 moves rule so these moves are not cooks. 23...Kc2 is slightly suboptimal but keeps the following moves from the solution unique.

Oops, OK. I didn't see it a study outside of the rules of chess.
