Assuming there is only one type of piece on the board (e.g. KRKN) and no pairs then a non-pawn material key can be kept in 8 bits:

WR
BR
WN
BN
WB
BB
WQ
BQ

Using a 13-bit number (0x1FFF), an additional 4 bits can store the difference between black and white pawns. The last bit has to flag whether black or white has more pawns. This could suffice for a great many endgames.

1 1111 1111 1111

Further, the extra 3 bits could be used in a 16-bit number to indicate many different ideas. For example, both sides have two rooks, and rook redundancy.
