One thing that disturb any formula for making a list is that different nations use different rating floor, so trying to calculate this for lower rating is difficult (impossible). Ex. If only it were that simple. The problem is that paths, directorys and other variables will vary from system to system. Does this really matter? You can't use it to anything outside your home. Let say it was accurate, you could still not use it because the games aren't played in controlled enviroment. You could look at the CQL ( http://www.rbnn.com/cql/ ).
There is a tool on the site to do advanced search in pgn databases. Also Chess Assistant have CQL built in.
