+2 contempt makes almost 0 difference in terms of elo according to multiple tests, maybe like 1 or 2 which sure wouldn't help you if you are lacking 50+

stockfish has record-breaking progress since sf 9 (like 18 elo in 2 months - it's faster than in progressed after sf7 or sf8 releases, thx to noobpwnftw who increased fishtest amount of cores by 800) so now it's stronger by 50-60 elo. But average for sf9 is nonexistant since it only had 1 run :D So it was perfectly fine for that run to fluke out some +5 elo so progress is seen lower than it is in reality. +lowering contempt also loses a few elo vs sf7 (lowering contempt was part of new dynamic contempt which shown good performanc...

sf now has slightly lowered default contempt (12 instead of 20), so it's maybe scoring a bit less vs sf7 than vs sf9, and latest sf regression test was +14 elo, which is firmly within error bars of NCM. last elo rise was due to bugfix, before that it had like 50 elo progress in 500k games.
But seems that bugfix is dried out for now and latest 400k games bring negative elo.

Nope. Not because of playing strength but because of extremely low variety of play... What I mean by that, me, being really bad player, lost first 5-10 games to LCZero and then I found a variation which leads in 80% of cases to LCzero saccing a pawn for unexistant attack and other 20% lead to LCzero...

if it will run on CPUs that TCEC uses it will score 0 points in div 4 no matter what progress it has (honestly I think that it will score smth like that even with dedicated GPUs, but on CPUs it's 100% given).

It's depth dependant SEE threshhold, basically some tweak of SEE pruning.
