In reality chess is 100% a tactical game, but it is hard for people to let go of their learnt dogma. This is how we humans are taught to play chess. It is a hard concept for some to unlearn. But reality is reality.... And this is why a chess program with a good evaluation function and a deep tactic...

It is years ago but I remember a game an IM played against my program, and he gradually maneuvered it into a terrible position where it had practically no mobility. It was a typical "positional squeeze" a la Karpov. Maybe that isn't so possible now that programs see 30 ply ahead sometimes and under...

It all depends on how one defines "tactical" and "positional". Agreement on a definition will probably end this discussion. If you notice positional chess is in quotes. There is nothing amazingly speculative about Ra3. It is a candidate move. It is not unknown to chess players or programs that B+P vs R in the middle game when the rooks are restricted can be ok for the B+P player. Add the other compensation that white's position has like have the active bishop pair....

Ask programmers that are strong chess players. What minimum rating do you have in mind? FIDE master. AFAIK, there is 4 chess programmers that fit in: you, Vasik, Vincent and Miguel. Isn't Houdini 1.5a also like an engine unto itself?
This is normal just normal deveation in a test set.
That is why you must test with lots of games.
