Bluefish XI-LP FD with tactical=2 and defensive=off changes the engine into a churning, frothing, tactical chess monster. A couple of points to Larry: The time controls were not exactly what we'd now call 'rapid' on the early CCRL hardware. And, weren't the CCRL slow ratings 'adjusted' by 100 Elo points downward a few years ago? That means the CCRL ratings were higher across the board by that much for a few years after...

Best .bin book editor/creator?

I don't have much experience with .bin books.

I remember that Winboard allows the editing of (most) .bin books. Are there other/better ways to edit such books? How does one create a .bin book in the first place?

Very telling is move 10, where White castles, while Black responds with Kf8!, keeping the Rook where it belongs on the semi-open h-file. This proved decisive. Pretty basic you might say, but a 2300+ human opponent walked right into it.
