If all the hardware is available for any engine to use, and it's just the dev's decision to take advantage of it or not, then there's no such thing as "advantage". That's exactly the situation at TCEC.

Very true ... I think that SF even on 1000 cores would still lose to Lc0 some pretty spectacular games. I think GPU's being used for chess will be only a temporary thing as for chess a much better solution would be to use cards that are specifically designed to do NN and nothing to do with graphics. This will probably become very common very soon and some kind of hardware equation needs to be agreed ...
