If one side has king with two Knights against a king with one knight then can the side with a single Knight claim a draw? Is that a rule of all chess or a rule of some tournaments or not a rule anywhere?

I have never seen that rule.

The longest mate with KNNKN is 7 moves (there are 38 positions with mates in 7) :

[d]7n/8/8/3N4/1N1K4/8/8/k7 w - - 0 1

Much like having a pawn on the board, the losing side can have it's king fixed without drawing and has to move their Night allowing checkmate.

It seems to me, the black knight prevents the game from being stalemate.
