How to boot virtualpc 2007 without floppy?

I have tried to install Virtualpc 2007 on XP to run Rebel. Cannot boot because I have no floppy. Have tried to boot with usb. Seems as Virtual pc don't understand usb. Also tried to boot with CD, but then CD became c: and I had no place to install win98.
How to do?

search for a virtual boot disk on the internet

use "fdisk", then "format" for the OS to see your virtual harddrive once you boot, then install your operating system
