It seems that this position expose a bug in movei
Movei does not detect castling rights here and it seems that the rook g8 simply confuse movei because it believes that it can castle with that rook
Movei does not know that the position is not FRC game position.
Edit:
I wonder if other FRC engines have the same bug.
The problem is that after movei see that it can castle short based on the fen it looks for a rook and the first rook that it can find in the left side of the king is rook g8 so it assume that it can castle with rook g8(I should start from the corner and not from the king)

I doubt if you will see results below 40% for a reasonable time of 10-20 minutes per position espacially when I find that there are problems that programs need time to solve them(and there are more than one problem when movei needs more than 3 minutes but less than 10 minutes)
I believe that many amateurs can achieve 40% or better at reasonable time of 10-20 minutes per position.
Based on my memory
latest movei can do it for problems 1-3,5,7,10,12 so you already have 7/12 so I guess it is going to get more than 40% at 10 minutes per move(for comparison chess tiger that solved 40 positions got 6/12 in the first 6 positions and did it with slower hardware and less time and movei could not solve problems 1,5,12 in tiger condition).
Note that latest version seems to be better in games then the version that I used that solved problem number 5(the relative advantage of latest version is that it can see a draw score after solving the problem)
Latest version played also a match of 100 games 1+1 against fruit2.0 and fruit2.0 lost 55-45(new record for movei against fruit when previous record was 50.5-49.5)
