100% agree. The WCCC is about the program that plays the game of chess best, hardware is just a needed part to establish that goal. To use a metaphor: The Olympics are about the athletics that are the best of the world, and although the achievement is the same, for those with less blessed hardware there is the Paralympics.

So we will have :

WCCC : computer chess, the real thing.

WCC-P : computer chess paralympics
(the one for those who fear unlimited conditions)

We could even subdivide :
WCC-P1 : maximum 8 cores
WCC-P2 : maximum one thread
WCC-P3 : no opening book
WCC-P4 : no 64 bits OS
...
