b. Yakov Petrovitch Golyadkin (or Yakov Petrovich Golyadkin ) - is a main character in the novella "The Double: A Petersburg Poem" written by Fyodor Dostoevsky. The motif of the novella is a doppelgänger. In the vernacular, the word "doppelgänger" refers to any double or look-alike of a person. I may think they are implying something here!
c. Igor Igoronov Igorovich or just "IGOR" (YGOR) for short maybe refers to their most trusted/reliable "assistant" as in the animated film "Igor" or any fictional character we know in films using such name - horror movies and the like.
On the other hand there is a possibility that some incredibly talentented and creative genius has been working surreptitiously on a chess engine, and has finally decided to put all his years of hard work as source code for everyone to enjoy. This genius though, unfortunately seems to lack the programming ability in avoiding elementary bugs such as time management or pondering or MP ability etc ... yet he is able to write evaluation and search code that is a generation ahead of all chess engine programmers on his first try.
Apparently this genius has the ability to create obscure code so complex that to less gifted chess programmers it looks like it is machine generated code. This genius is also not proud of his ground breaking achievements, and thus presents the code without revealing his real name.
