Not sure, currently the black bishops lack scope. White has a lead in development and the white knight is at least as good as any of the black bishops. So I'd give a small plus to white.
I agree that white has a lead in development, but I don't see any real targets for him at the moment. I think it is = or += at best.

black can never be better in these structures because he is very passive. His light bishop is misplaced, the pawn on a5 fixes the queenside making b7 very weak. If white attacks it it falls. In this variation black has next to 0 chance of winning. Anand plays it because he thinks its safer to defend a technical position against Topalov than to risk running into his preparation like in game 1.

Edit: Quoted wrong position, after f5-f4 the light bishop is free but the dark one became bad...
