CCRL home page has the following.
Our members are free to choose any engines they like to test, as long as the testing is done under conditions stated below.
And I see no reason why Houdini can't join in. Or are you so sure about what will be tested that you have complete control on the other testers form all the 9 countries.

Then why say earlier that "All your carrying on won't change a thing" Maybe some other CCRL tester might want to test Houdini and other engines after reading my critical postings.It's seems you state for sure that it won't happen.Also how does one become a member of this group? Do you have to be vetted by the current members or elders, swear an oath etc?

We are not accepting new members at present.
The current members have made the decision not to test the Ippo engines. Although they have individual choice, they accept that group togetherness is more important in times like these.
All this has been stated before.

Actually, you would be surprised how little it takes to bribe some people. A few free Rybka engines, a personal email form the programing god himself. The next thing you know, you are in the fanboy club. Right Banks?
