you mean ' why not' beat K9 and SF in strength ?
well because of the law of diminishing returns, you
need lots of new -and efficient- algorithms to be
able to do that, eg endgame eval (knowledge specific
algorithms), all kinds of recent and new search tricks
with extensions, and other stuff about whith
the SF programmers could tell you more.
sure they can try to get into the top three with
K9 and SF, where improvements are still continuing,
but this won't be easy and most likely not achieved
for F15, maybe F16 or 17, at least that's what i guess

of course they will doing this, the US also be bombarding other countries who they dislike or not to be in his mind of policy.

i mean K9 and SF is not the last light high performance of computer chess, the evalution is continue step by step, one day K9 and SF becomes the class as Shredder becomes in 2002 to be the top engine in the world. We know that now Komodo 9 can beat Shredder 7 with 99:1 score todays !
its just a speculation but who knows maybe in the year 2025 beats Fritz 25 komodo 9 today with 99:1 again !

Just a quick math observation: ,,an impressive playing strength-increasing: the Fritz15 engine developed by Star-author Vas Rajlich'' - if they mentioned the word ,,Star'' , then - Deep Fitz 15's ELO may look something like that: Komodo 9 64-bit 4CPU -3324 ( ccrl 40/40) ( komodo 9.1 is 20 elo above Komodo 9), Deep Fritz 15- somewhere around 3380 - 3390 4CPU, with the option of releasing a next version significantly stronger one year later.
