Precisely what percent tactics and position

To CCC:
Is chess (90% tactics and 10% position) or (99% tactics and 1% position) or (something else more or less)?
This is for the chess programmers to decide this precise answer.
In addition, if position was improved to almost perfect (like tactics) how many rating points higher would it go on ELO?

The quote chess is 99% tactics by Teichman cannot be verified and measured with computers.

An engine tries always to improve its position, so you can say engine play is 100% positional motivated. But it plays tactical moves to do that. The engine might play a move to cause the enemy a backward pawn while sacrificing an open line for that. Is this a tactical or positional move ?

Even if the engine find a forced line that wins a piece it plays the move because it likes the final position with the additional piece more than other positions where both sides have equal material.

Chess being 99% tactics is somewhat of a misconception. Yes, there are many positions where this can be true, but a large percentage of positions can be classified as quiet, with few tactics possible.

Another thing is that chess is not a game where random positions follow each other. The game can actually be steered into certain 'channels', whether tactical or positional/strategical.
