People usually should be quiet when they play chess and she know it
Note that the GM could tell her that it is an illegal move when she promoted a pawn to the last rank without replacing it by a queen and get additional time on the clock or even win the game directly by illegal move of the opponent(dependent on the rules of the competition).

I don't think so. I mean, it was a simultaneous exhibition against a number of young girls, so he probably had less time than usual in a simul; and the rules were relaxed.
