I don't know how they trained Kasparov at Mikhail Botvinnik's chess school.

It's possible but hard to develop with poor chess knowledge. If I had a rating, it would be around 1200-1300? I pick up ideas by Googling for strategy articles that GMs write.

If you really mean (original) engines developed without grabbing everything from open source or chess programming wiki, probably not.
Nowadays everybody without even understanding how the pieces move (probably less than 1000 Elo) can develop an engine > 2600 Elo.

This is called progress!
