Prices are almost the same here...
Is there a chess benchmark to compare them ?

Not a single Xeon on the list
.
Currently the best buy is dual CPU E5-2670. For up to 600$ full system half the strength (i.e. same as single E5-2699v4) of TCEC machine (and I'm not talking nps coz that's meaningless, but real strength Elo-wise).

I am very happy with my two Intel Xeon 2670 vs's. Though I would avoid Super-micro motherboards in the future(I would go with Asus or ASrock)! Super-micro feature and pci-e support sucks. But then again they are built to last and aimed at Database industry. If I remember correct, I bought the memory, PSU, CPUS, and Motherboard for under $1000 CAD. I think the Board was the most expensive part coming in at $600 at the time.

Based on the numbers in the SF5 benchmark, the 6700k will be 7 elo stronger at 1m bullet, 5 elo stronger at 5m, and 3 elo stronger at 120m.
Also, you can overclock the 6700K.
dual e5-2670 vs i7-6700: e5 is +26 ELO at 1m and +9 ELO at 120m.

I really don't see how you got those Elo numbers, but they in any way don't seam right.
Since 5820k has around 17% more nps with 6 instead of 4 cores that with current efficiency of LazySMP (95.5%) gives slight advantage (<10%) to 5820k. 5820k would certainly have more Elo in a direct match.
Regarding dual e5-2670, it has 140% more nps than i7-6700 which considering less efficiency on 16 cores vs. 4 cores gives around 65% more strength which further reflects into around 50Elo at 1m, 40Elo at 5m and 25Elo at 120m.

He might be talking about numbers obtained on his machines, running the SF5 benchmark.
The graph I posted is about crude numbers from the starting position, at depth 31.

He might, but he certainly cannot get Elo from SF5 or any other benchmark. For that you need thousands of games played.
