I know the author of this program, though they'd prefer to remain pseudonymous​. Baislicka is about the strength of Cinnamon 2, if anybody is interested.

Monochrome is a joint engine by the people in the Freenode ##chessprogramming IRC channel. It's more or less designed as the bare bones of an engine that people can use as a testbed for ideas and unusual things. It's about the strength of TSCP.

Since seeing this topic I've created a release for Baislicka that you can find here. It's not (yet) CCRL rated but I do estimate it's about as strong as Cinnamon 2.0 at 40/4.
