In theory? Yes definitely. In practise, it depends a lot on how strong it is going to get while its neural net is still of reasonable size. With a very large net, it could theoretically become extremely strong, but in practise the rate of self-play games and consequently, the rate of strength gain, would be dropping precipitously.

The second game is one of the most remarkable games I've seen, featuring a double piece sac in the opening. Very original!

However, the Master's tactical strength is still too much for Leela Chess Zero at the moment:

But I think this match was clearly closer in terms of the games (only one miniature this time!) and next match I expect the new version of Leela Chess Zero to get its first draw against the Master.

That's the type of chess I'm excited to start seeing . That means LCZ is starting to learn king attacks! Let's get some coffeehouse chess in the training sets, and it's going to be pretty fun to watch.
