How does an engine with 0 ELO play ?

Yes maybe that's the question. Also like to see a game played by two engines with ELO 0.

0 ELO means having minimal probability of winning a game ?

Randomization of moves. Like Infinite monkey theorem.

Albeit has to move out of check.

Maybe 0 ELO is like Stockfish playing suicide chess.
