Notation question

In this position...
[d]R7/4k3/8/8/8/p7/r3p3/4K3 b - - 0 1

it is black to move. How should one describe the position in terms of end game, should it be KRPPKR (black pieces first since it is black to move), or KRKRPP (showing whites pieces first regardless of who's side it is to move). Perhaps the rule is even different. Sometimes the side with the most pieces is actually losing.

Loving the new FEN board viewer, but it would be better if that the little circle indicating who's side it is to move looks like a black circle when it is blacks turn to move.

Honestly, I thought it was "the strongest side is listed first". :? Although sometimes I have seen people use White first. I've never seen side-to-move first.
