Arasan was down about half a pawn for most of the game, up to around move 120. Then suddenly, he grew some enormous muscles.

First mistake is here, where black should have moved fxg4 and instead moved Qg8, giving up about a pawn in score. Likely a draw could have still held, though:

31 b4 and nobody wants to play Qxa3. OTB looks like if Qxa3 then Ra1 Qxb4 loses the Q to Rb1, while Qb2 loses Q to Rc1 threat Bd1 and Rb1 (I think!)

Arasan was always better because the choice of when to break with the kside pawns was more or less always in Arasan's hands. But in actual real game reality, then the only winner is the 50 move rule and who cracks first by actually doing something, which appeared to be pawn push 119. f5 by black. Else we could assume draw by mutual shuffling? 70. g4 by white was way back on move 70, with f5 by black not until move 119. Where 70. g4 was quite likely only because of 50 move rule beginning to kick in after 40. f4

Although quite why Gull never made any attempt to play down the a-file is a mystery. When faced with potential kside pawn breaks and files for the white rooks, best defence is open a-file and unavail white of his rooks by trading them. But with Rooks on board and white pawn breaks on kside and no a-file action, is probably lost for black whatever.
