.. reach 50 ELO barrier from SF9:

ELO: 49.01 +-1.9 (95%) LOS: 100.0%
Total: 40000 W: 9388 L: 3783 D: 26829

After that it's ready for SF10 release :) .

I don't understand. Is there an underground version of SF10 which is not available for the public?
The graph shows SF10.

Graph show SF-dev line, which will be dubbed SF-10 as soon as reach +50 elo margin

The last I heard SF was no longer being developed. I am assuming someone will step in and continue it.

Active - 153 machines 1006 cores 1.53M nps (1540.87M total nps) 710 games/minute

What is the cost of using 153 machines with 1006 cores?

last compile is from 14.10.2018 and in any case as long as testing continue it means that it is wrong that stockfish is not being developed even if there is no maintainer to approve patches.

If you run a decent machine 24x7 , my very rough guess, it would cost ~$20 month just for electricity per machine per month on average - so maybe $3000 a month in total.

The machines are usually pretty decent, even if you low ball it and say $600 per machine, that's about ~$90,000 in capital. Assuming a 3 year life , that's another $2500 per month. making it at least ~$5500 / month in total hardware and operating costs. But much, much more if one was to factor in fully loaded costs including labor, maintenance, space, etc, I could see it easily, exceeding a few hundred thousand per year ( or more) for a company to duplicate the Stockfish environment , hence the reason SF is at the top of the list.
