Well, you dont need to play head to head for elo comparision. Theoretically, it is possible that someone may have higher than M. Carlsen's elo without facing him 1v1.
Yeah, it is so reliable it places SF from 2017 higher than latest SF 10...
Actually a weather forecast for April 1st 2038 would be more sound.

In 2017 season 12, SF beat Houdini clearly with 20 win 2 loss, but in 2018 season 13, there was a critical stage where all big three were racing for super final spot until last minute, and also SF did not beat Komodo like he did vs Houdini. In term of elo or performance rating, SF lose a lot of elo in 2018.

I think that we need to see how stockfish does against the same opponents in order to claim that Leela performs better than SF.
Maybe stockfish is expected to do better than 80% against these opponents.
