GM Shankland Samuel L has a rating of more than 2700 but his positional knowledge is weaker than stockfish(at least in this position) so he did not understand that it is a draw and resigned.
Edit:Note that I did not use tablebases for stockfish.

its a long tournament near the end, people get exausted and Sam was disappointed by his blunder before...when things accumulate humans make mistakes easier...if he would have been fresh im sure he had not resigned and saw the draw !!?

That's part of what makes a 2700 player what he is. It's an understandable mistake - not one usually made by a GM however. The knight is loss for sure , but black has the safety of the a8 and b8 squares to shuffle his K back and forth, hence white will not to be able to promote one of its pawn.
