Enforced or not, it's a counting rule, except as for studies. The best 7men line after 17...Nxd2 (which can be denied for two more moves with 17.Kb1 instead of Kc1, so longest line to mate after 17.Kb1 Qf6 18.Rc3 Nxd2 would bei -#229, not in 218 :)), is drawn at move 67 in game play, no matter what you enforce, that's the best line stored in Losomosovs, just because they don't store 50 moves boundaries doesn't mean, it's won, if mate cannot be enforced because of 50 moves boundary. In game play it's drawn, so SF's eval is too high, not too low.
