Is there a way to convert a .bin book to ctg?

If with .bin you mean Polyglot format, I think this is fundamentally impossible. The information in a Polyglot book is not invertible. Positions are represented as a hash key, and multiple positions can map onto the same hash key. There is no way to convert a hash key back into a position, and even if there would be a way to find a position that produces the hash key (e.g. by trying all possible positions until you find one that matches), you would still not know if it was the position, as there could also be others.

Also the weights are 2*wins + draws, and there is no way to reconstruct the number of losses or total number of games from that (as a CTG book would need).
