Of course, just those four cards will pull a full kilowatt. So a big power supply is a must.

tell them it's for some scientific distributed computing project. Don't tell them it's for chess otherwise they will cut the power for useless waste of electricty :D

I would never do that, but I think it is legal in Washington and Colorado. I guess you have to have some kind of permit, though.
It would probably be a much bigger deal in other places. Looks like it's legal in more places than I thought:

Quite so - its legal now up here (Canada).
