Some thoughts:

IMO most of the difference between very low-rated and higher-rated engines are due to bugs. Bugs can include common programming errors like array overrun, and also logic errors. It is really essential to have code that you know does what you intended it to do. The cure for this is testing and verification. I use tools like valgrind to find memory issues, have unit tests for key functions, and use "perft" to verify search correctness.

The second issue is probably eval. In particular, programs without effective king safety will get beaten by programs that do have it. Badly tuned king safety can lead to issues like unsound sacs. Auto-tuning eval is worth quite a few rating points.

Pruning and reduction strategies are also worth many rating points but need to be tuned. Many of these features individually are not big rating boosters though. Null move is a big winner. Using history tables for pruning and reduction decisions is worth quite a lot, too.
