programs to calculate rating of humans

For national rating or international rating of humans it can be good to have some program to calculate rating.

I think that it is generally better not to have many national rating list but one list.

The main problem is that a lot of players are weaker than 1000 elo that is the minimal elo level by fide so fide rating is not good enough.

Also fide rating is not good enough because it is not good in predicting chess results and the universal rating is better.

Unfortunately I see no way to download all data that fide have about results or all data that the universal rating are using.

I can find only list of players with details but not list of tournaments with results in order to use them to calculate rating.
