Peter i think it is a equilibrium. The Rc8 position.

Unless that is wrong of course.

Because Dragon blundered deadly at 98.Kf4?? and so did let it's Queen be trapped, almost each and every other move (getting the Queen out of the corner or at least doesn't go with the King into the withdrawal- chess of the Knight) would have saved the draw.

its a very rare case but in this assessment i have a completely different opinion about the position after 97...Kd8:

the main problem for white is his pawn hanging on a square that the black bishop can attack...if black manages to get out of checks by simultanesly getting closer to this pawn (Nf5) its practically over...its far from trivial for me but im convinced that black can achieve this by force !?

so my assessment after 97...Kd8 is not dead remis hehe ;-)...but white is dead lost already imo

You're right, I didn't look close enough at position after 98th, even when avoiding the worst blunder Kf4? costing the game at once, there's not much hope for White from there onward anyhow, except re- blunder of Black's to get over 50 moves boundary yet still.

So there are only 78 more moves left to look for other blunders of White's at Backward.
Or we just go back to postion after 19.Rge1 instead of Qd2 regards
