My chess analysis was running slow. So I looked at what processes in memory were doing.
There was this thing: Compattelrunner.Exe
It was using 17% of my compute power, and my chess task which should be at 95% was struggling.
Apparently, it is MS Windows spy process that you cannot turn off.
So I found an article:

that explains how to reduce its resources.
Unfortunately, it is already set at the minimum.
So here is this evil thing, and I can't do anything about it.
At least with a virus, there is usually some process for removal.

Reading a bit further, there does appear to be a way to completely disable it.
I followed all the steps, but I am skeptical.

I have done the same sort of thing for "Automatic Updates" many times, and Windows always manages to turn it back on, despite whatever article I read saying that it would be permanently disabled.

Just add DWORD regkey Allow Telemetry to HKEY_LOCAL_MACHINE > SOFTWARE > Policies > Microsoft > Windows > DataCollection and set it to 0.

You can. See https://linuxmint.com/release.php?id=39 for a long term stable distro (use the "Edge" kernel version for recent hardware such as Ryzen 4000 laptops). Or if you want a rolling release distro, https://manjaro.org is a good one. Otherwise, you can curse all day through, but as long as you still keep using Windows, you're telling Microsoft that you agree with their practices because actions speak louder than words.

Yes I hate ALL unnecessary things running in PC and smart phone. It took me at least 2 weeks to remove the most unnecessary things in W10 and also in mobile phone .

It is not running on my w10 build 19042.906 (latest) and even on previous build.

I had the same experience. I spent some time researching the topic (how to make Windows usable, to say it in a nutshell). Finally I gave up. I switched to Linux and am very happy with it.
For my part I use Manjaro (Rasmus has already given the link) and Mageia.

We have our chess engines that make us buy new hardware every several years.
But the normal users need some help from the software companies to detect that the hardware is too old and needs to be replaced

About the CompatTelRunner process: Seems to be triggered by a scheduled task (Microsoft/Windows/Application Experience). You can try to disable the task and/or the trigger but I fear that Microsoft will "correct the problem" with next updates.

Don't put the chess computers/PCs to the internet. Do internet with another machine.
