Toga 1.3x4 is definately for real, though. I had recently run a tournament with 15+3 time controls including Toga II 1.3x4, Toga II 1.2.1a, Rybka 2.3, Rybka 2.3 LK, Rybka 2.2, Spike, Fruit 2.2.1, and Gambit Fruit 1.0 4bx, and Toga II 1.3x4 had actually won the tournament by a decent margin, followed by all 3 Rybkas. Unfortunately I can't post the games or crosstable since I had switched operating systems since then and let go what I had on that. It is a long time control though so it's pretty promising.
